HGV Safety Permit & the Direct Vision Standard (DVS)

What is a HGV Safety Permit and do you need it?

All HGVs more than 12 tonnes GVW entering or operating in Greater London from 26 October 2020 1st March 2021 will need to hold a HGV Safety Permit. Permits will be issued from October 2019 onwards. The scheme will be enforced from 26 October 2020 1st March 2021 across Greater London, 24 hours a day, seven days a week. This is the same date heavy vehicles will need to meet even stronger Low Emission Zone (LEZ) standards London-wide.

Enforcement and penalties

The scheme will be enforced from 26 October 2020 1st March 2021. if you drive an HGV within Greater London without a valid permit you may receive a penalty charge notice (PCN) of up to £550 (reduced to £275 if paid within 14 days).

Vehicles from outside of the UK

Vehicles registered outside the UK more than 12 tonnes gross vehicle weight entering or operating in London will also need to hold a valid permit.

Applying for a HGV Safety Permit

All vehicles must obtain a star rating under the Direct Vision Standard system. Every vehicle must meet a minimum of one star rating* to be able to apply for a permit. If your vehicle does not meet the DVS star rating or is not rated, you will need to meet the ‘Safe System’ requirements to be granted a permit.

Safe System requirements

A vehicle with a rating of zero stars will be required to fit all the following safety equipment and provide evidence to be able to apply for a HGV Safety Permit. Almost all of which are available from the Dun-Bri Group.

Indirect vision

Vehicles that do not meet the minimum one-star direct vision rating should have front and side blind spots completely eliminated or minimised as far as practical and possible through the use of each of the following:

  • Class V mirror shall be fitted to the nearside of the vehicle
  • Class VI mirror shall be fitted to the front of the vehicle
  • A fully operational camera monitoring system shall be fitted to the nearside of the vehicle
  • A sensor system alerting the driver to the presence of a person walking or cycling shall be fitted to the nearside of the vehicle

Left-hand drive vehicles shall require the same equipment as right-hand drive vehicles. Mirrors, cameras and sensors should be fitted appropriately to account for the blind spot on the right-hand side of the vehicle.

Warning of intended manoeuvre

All vehicles that do not meet the minimum one-star direct vision rating shall be equipped with enhanced audible means to warn other road users of a vehicle’s left manoeuvre, and prominent signage that visually warns other road users not to get too close to the vehicle.

  • Audible vehicle warning shall be fitted to warn people walking and cycling when a vehicle is turning left
  • External pictorial stickers and markings shall be displayed on vehicles to warn people walking and cycling of the hazards around the vehicle

For left-hand drive vehicles, the audible vehicle manoeuvring warning shall be fitted to warn people walking and cycling when a vehicle is turning right.

Minimising physical impact of a hazard

All vehicles that do not meet the minimum one-star direct vision rating shall be fitted with side under-run protection.

  • Sideguards fitted to both sides of the vehicle unless this is impractical or proves to be impossible
